Arboreal Management is a mission-driven property management company focused on affordable and workforce housing in the Pacific Northwest. We have quickly grown to manage over 5,000 homes with integrity, care, and a commitment to long-term community success. We combine strong operations, deep compliance expertise, and modern technology to deliver exceptional outcomes for residents, partners, and regulators.
Today, most of our homes are workforce housing, naturally affordable to households in the 40-60% AMI range. We are actively expanding into deed-restricted Affordable Housing. We already successfully operate LIHTC, Bond, Project-Based Voucher and Amazon HEF funded homes. We are expanding into HUD.
We’re looking for a proven leader to help us build the best affordable housing management platform in the region.
As our Director of Affordable Housing , you will be responsible for overseeing our growing portfolio of LIHTC, Bond, HUD, and Section 8 properties, while building the systems and teams needed to scale. You’ll start in a hands-on role, directly managing a portfolio (functionally similar to a regional manager), while simultaneously developing our compliance infrastructure, staffing model, and site-level leadership capacity.
This is a foundational hire — a role for someone who has already led portfolios and compliance teams and is ready to scale that success within a fast-growing, tech-forward company.
* Directly oversee a portfolio of regulated affordable housing properties, being responsible for all aspects of property management leadership
* Lead property performance across occupancy, compliance, financials, and resident satisfaction
* Build and mentor site teams, with a focus on strong operations and regulatory adherence
* Stand up a centralized compliance function, including SOPs, systems, and staffing (including offshore)
* Oversee full compliance lifecycle: lease-up, initial certifications, annual recerts, audits, inspections, and reporting
* Ensure timely and accurate compliance with all applicable LIHTC, Bond, HUD, and Section 8 program requirements
* Partner with internal teams to develop technology and reporting tools that support compliance and property operations
* Design scalable systems to support growth, quality control, and audit readiness
* Serve as a primary liaison with housing authorities, state agencies, syndicators, and public funders
* Support investor and lender reporting, and represent the company during compliance reviews and regulatory meetings
* Build and oversee resident support and collections systems that are fair, compassionate, and effective
* Drive continuous improvement in service delivery and outcomes for residents
* 10+ years of affordable housing property management experience, with at least 3 years in a regional or director-level role
* Direct experience managing LIHTC, Bond, HUD (PBRA), and Section 8 portfolios
* Proven success leading both property operations and compliance teams
* Experience standing up or revamping a compliance function — ideally with both local and remote staff
* Skilled at interacting with public agencies, compliance auditors, investors, and legal/regulatory counsel
* Tech-savvy and comfortable implementing new systems and workflows
* Strong communicator and team builder with a hands-on, solution-oriented approach
