The City of Marquette is seeking applications for a Civil Engineer - Hydraulics / Hydrology. A Bachelor of Science degree in Civil Engineering or Environmental Engineering, and a Professional Engineering License in the state of Michigan or the ability to obtain a license within 6 months of employment is required. Applicants shall have broad knowledge of civil engineering principles, standards and practices, especially in the area of hydraulics, hydrology, and environmental engineering. Applicants should be fully versed in the use of computer-aided drafting, computer databases, and geographical information systems. Salary range $73,110 - $ 91,109.

POSITION SUMMARY

Provides overall management of City engineering activities in the areas of environment, storm water management and drainage. Maintains the Citys hydraulic models of the water distribution, sanitary sewer and storm systems. Assists in permitting.

SUPERVISION RECEIVED

Follows general policies consistent with City Commission, Planning Commission, EGLE, Director of Planning and Community Development, City Engineer, Superintendent of Public Works and the City Managers objectives and priorities. Considerable discretion in daily performance of the job is expected. Coordinate work with other staff, agencies, or boards, committees, and commissions as needed.

SUPERVISION EXERCISED

Exercise direct supervisory authority over assigned staff, contractors, and coordination with outside agencies.

POSITION RESPONSIBILITIES AND DUTIES

An employee in this position may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

1. Develop and recommend projects that may be part of the Citys annual capital outlay. Assist with development of the annual budget. Assist with the City the Citys Capital Improvements plan development.

2. Serve as the Citys floodplain administrator. Assist with permitting

3. Undertake planning, regulatory, design and construction related projects, specifically:

a. Monitor performance and provide technical assistance to staff assigned to storm water projects and administration of the Citys Storm Water Utility.

b. Prepare a variety of technical reports.

c. Provide technical support and advice to the Department of Public Works on such matters as storm water maintenance scheduling and techniques.

d. Act as liaison with contractors and consultants on City storm water projects. Coordinate work with other City activities. Assist in resolving disputes.

e. Investigate citizen complaints involving drainage and related items, as assigned, and recommend solutions including referrals to appropriate departments

f. Coordinate drainage, storm water management and wetland mitigation projects, with the City Engineer, Engineering staff, and the Superintendent of Public Works. Supervise the design of project components by other personnel.

g. Coordinate the processing of construction permit applications and environmental reviews to State and Federal agencies.

h. Develop bid documents, requests for proposals and award recommendations as needed.

i. Develop, implement and maintain plans to gain and sustain city environmental compliance with regulatory agencies, rules, procedures, etc.

j. Direct the activities of staff in fieldwork, surveys and design projects.

k. Analyze the future needs of the Storm Water Utility, preparation of budget documents, funding requests and grant applications, preparation of technical specifications and contract documents for construction and maintenance projects and maintain project history and accounting records.

l. Act as liaison to local community watershed groups as directed.

m. Participate in plan review and computer modeling of projects involving drainage, wetlands and storm water management.

n. Remain informed and technically knowledgeable about State and Federal clean water regulations and requirements. Recommend strategies to achieve compliance.

o. Coordinate the Citys bridge inspections as required by MDOT. Ensure that reporting is up to date and done in a timely manner.

p. Undertake the role of design team leader on street reconstruction projects. These projects include reconstruction of roadways and the underlying utilities. Often a team approach is used when drafting plans and specifications.

q. Prepare construction cost estimates.

r. Oversee construction engineering and management of projects.

POSITION QUALIFICATIONS

An employee in this class, upon appointment, should have the equivalent of the following training and experience:

Broad professional knowledge of civil engineering principles, standards and practices, especially in the area of hydraulics, hydrology, water systems, sanitary sewer systems and environmental engineering.

Detailed knowledge of State and Federal regulations in assigned areas of responsibility, including related City Ordinances, to protect the interests of the City of Marquette.

Ability to supervise employees and contractors.

Skill in organizing, scheduling, and directing the work of staff.

Familiarity with computers, computer assisted drafting systems, geographic information systems, and computer databases.

Technical and report writing skills.

Presentation skills with the ability to interact with groups and individuals.

REQUIRED

Bachelor of Science in Civil Engineering or related engineering field, and a Professional Engineering License in the state of Michigan or the ability to obtain a license within 6 months.

PHYSICAL DEMANDS

Lifting 75 lbs. maximum and frequent lifting and/or carrying objects weighing up to 40 lbs. May be requested to lift up to 150 lbs. with the assistance of another person.

Must be capable of using hand (s)/ feet for repetitive single grasping, fine manipulation, pushing, pulling and operating controls.

Frequent bending, twisting, squatting and reaching.

Occasional climbing and grappling.

Ability to distinguish people or objects at varied distances under a variety of light conditions.

Ability to withstand temperature changes, traffic hazards, hazardous materials, varying noise levels and confined space in the work environment.
